President Trump has called for the creation of ten Freedom Cities, new cities built on federal land representing a bold new approach to urban development, creating zones where innovative technologies and revitalized manufacturing can be developed and deployed under more permissive regulatory frameworks. The Presidio—1,500 acres of federal land at the foot of the Golden Gate Bridge—presents an unprecedented opportunity to demonstrate this vision.

Under a reformed trust structure and reconstituted board of directors, the Presidio Freedom City would enjoy broad autonomy and an improved regulatory environment. This would enable faster deployment of emerging technologies, from biotechnology to autonomous systems, while creating a model for innovation-friendly governance that could be scaled nationwide.
